About this opportunity

The Department of the Air Force Pacific Air Forces is procuring comprehensive inter-island freight shipping services between Saipan and Tinian in the Commonwealth of the Northern Mariana Islands through a Blanket Purchase Agreement structure. The contractor must provide all labor, transportation assets, documentation, and materials necessary for recurring pickup, transport, and delivery of government-owned materials and supplies, including full container loads, loose cargo, and hazardous materials requiring specialized documentation. Key requirements include maintaining valid CNMI business licenses and HAZMAT transportation certification, ensuring standard delivery within 72 hours of pickup with expedited 24-hour delivery options available, and compliance with Department of Transportation HAZMAT regulations and CNMI customs procedures. The evaluation will be conducted on an equal basis between price and technical capability, with the government reserving the right to make award to the most advantageous offer. The original solicitation response deadline of August 11, 2025 has been extended to August 15, 2025, and the NAICS code has been modified from 483211 to 483113 with a corresponding reduction in the size standard from 1,050 to 800 employees.

The Blanket Purchase Agreement carries a total dollar threshold of $245,000 with individual calls not to exceed the micro-purchase threshold of $2,500 unless specifically approved by the contracting officer. The performance period extends from September 15, 2025 through September 14, 2027, providing a two-year contract term for the shipping services. The pricing structure includes six Contract Line Item Numbers covering various shipping configurations such as cargo shipments by cubic foot or weight, full 20-foot and 40-foot container shipments, expedited delivery services, hazardous materials handling fees, and document processing fees. Although the place of performance is listed as Guam, the actual shipping services will be performed between the islands of Saipan and Tinian in the Commonwealth of the Northern Mariana Islands.
