About this file

This document is a Solicitation/Contract for Commercial Products and Commercial Services (Standard Form 1449) for inter-island shipping services in the Commonwealth of the Northern Mariana Islands. The solicitation (FA502525QB013) is for a Blanket Purchase Agreement (BPA) to provide shipping services between Saipan and Tinian, with a performance period from 15 September 2025 through 14 September 2027. The total dollar threshold for the BPA is $245,000, with individual calls not to exceed the micro-purchase threshold of $2,500 unless specifically approved by the contracting officer.

The solicitation is set aside as a 100% Small Business procurement, with a North American Industry Classification System (NAICS) code 483211 and size standard of 1,050. Key contract terms include strict requirements for delivery tickets, authorized callers, and pricing lists. The contractor must submit an approved price list annually, ensure prices are competitive with their most favored customer, and comply with various federal acquisition regulations. Evaluation will be based equally on price and technical capability, with the government reserving the right to make award to the most advantageous offer conforming to the solicitation requirements.
