About this opportunity
The Department of Homeland Security US Coast Guard intends to award a sole-source IDIQ contract to Lockheed Martin Corporation for engineering and sustainment support services for the Sea Commander system, with an estimated total value of $48.12 million over five years.
Sea Commander is a non-major IT system providing real-time tactical data processing, weapons integration, and sensor interfaces aboard the Coast Guard's National Security Cutters. Lockheed Martin is the sole designer, developer, and producer of the SC system and holds restricted data rights to the architecture, precluding competition. The Coast Guard conducted market research from November 2024 through January 2025 and published a Request for Information on SAM.GOV from January 7 through January 24, 2025, which received four responses; no alternative sources were identified as capable of meeting the requirements.
The contract runs from September 16, 2025, through September 15, 2030, with a hybrid Cost Plus Fixed Fee and Firm Fixed-Price structure. The minimum obligation is $11.09 million, funded through Fiscal Year 2025 USCG Procurement, Construction, and Improvement and Operations & Sustainment funds. Services include performance specification reviews, training, technical field support, hardware and software development, sensor and tactical systems support, communication and navigation systems, information assurance, system certification and accreditation, testing, and integrated logistics support.
The acquisition is on behalf of the USCG Command, Control, Communications, Computers, Cyber and Intelligence Service Center. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority. Contract 70Z02326D93350001 was awarded on July 14, 2026.
