The Department of the Interior Bureau of Land Management Idaho Region seeks herbicide treatment of annual grasses on 876 acres at Scraper Springs in northeastern Nevada, with quotes due August 19, 2026 by 5:00 PM Eastern Time. This is a Women-Owned Small Business set-aside procurement under NAICS code 115310 (Support Activities for Forestry), with a small business size standard of $34.0 million.
Place of performance is the Scraper Springs project area approximately seven miles east of Midas, Nevada, administered by the Elko District. Work runs September 1 to October 1, 2026, with performance to commence within seven calendar days of notice to proceed.
The contractor must hold a current Nevada Commercial Applicator License for weed control pesticide application. Treatment requires a tank mixture of indaziflam (Rejuvra by Bayer or Envu) and imazapic herbicide products selected from BLM-approved formulations, plus approved deposition aid or drift control agent, applied at minimum five gallons per acre with water as carrier. The contractor must employ Differentially Corrected Global Positioning System (DGPS) with one- to two-meter accuracy, real-time tracking capability, and the ability to generate daily ArcGIS shapefiles in UTM Zone 11 NAD83 format at one-second intervals. Nozzles must be adjusted for medium or coarse spray droplets per ASABE Standard 572.1. Wind velocity must not exceed six miles per hour during application, and no application is permitted within 100 feet of water sources or 300 feet of Lahontan Cutthroat Trout habitat. Equipment must be cleaned prior to arrival.
Payment is measured by actual acres treated to the nearest acre as verified by GPS-generated shapefile. Equitable adjustment applies if actual quantities vary more than 15 percent from the 876-acre estimate. Quotes must include a completed Standard Form 1449 and a pricing schedule broken down by cost per acre.
Evaluation uses a best-value trade-off process without formal scoring, weighing Technical Capability (Nevada Professional Applicator License, proposed timeline, crew size, equipment, quality control and safety plans, GPS/GIS experience, key personnel qualifications) and Relevant Experience or Past Performance (minimum three projects within the past five years, evaluated on recency and relevance) combined as greater than Price.
