About this opportunity

The Department of the Air Force Air Mobility Command's 375th Civil Engineer Squadron is seeking vendors to provide on-site paper shredding and electronic waste recycling services for the Scott AFB Summer Recycling Event through their Qualified Recycling Program. The services must include mobile document destruction following Information Security Oversight Office guidelines for Controlled Unclassified Information, with specific shredding standards requiring cross-cut shredders producing 1 mm x 5 mm particles or equivalent pulverizing devices. Vendors must handle an expected workload of one truck for paper shredding and 4-8 Gaylord boxes of electronic waste, with all materials to be removed the same day of the event. The evaluation will be based on the completed Invitation to Bid, which must include signature, date, address, phone number, and SAM number. Bids must be submitted by July 30, 2025, at close of business CST, with award anticipated on August 1, 2025, and the actual event taking place on August 21, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 423930 for Recyclable Material Merchant Wholesalers, with no incumbent contractors mentioned in the solicitation. While specific contract values are not disclosed, historical data indicates previous events have processed 6,700 pounds of paper and between 5,761-10,080 pounds of electronic waste, suggesting the scope of materials to be handled. The event will be conducted from 0900 to 1500 hours at the Warrior Park Pavilion parking lot located on South Drive at Scott Air Force Base in Illinois. Successful vendors will be required to provide transportation, maintain necessary certifications and insurance, and remit payment to the United States Department of Treasury within 30 days of invoice. The solicitation includes provisions for refrigerant recovery and potential extra costs for certain specialized materials, with base personnel able to drop off paper documents and personally owned electronic waste during the designated timeframe.
