About this opportunity
The Defense Health Agency is seeking scientific, technical, and program management support services for the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland. The contract will support USAMRIID's mission of protecting warfighters from biological threats and preparing for potential disease outbreaks through comprehensive research and diagnostic capabilities. Contractors must have extensive knowledge of biosafety protocols, including experience working in Biosafety Levels 2-4 laboratories, and demonstrate expertise in areas such as bacteriology, virology, molecular biology, and clinical pathology. The pre-solicitation notice indicates a solicitation will be released on March 3, 2025, with proposals due by April 1, 2025, targeting contractors capable of providing advanced scientific support across multiple research divisions. Potential contractors must be familiar with regulatory compliance standards including FDA Good Laboratory Practices, Code of Federal Regulations, and International Organization for Standardization guidelines.
The opportunity is designated as a Competitive 8(a) set-aside, which means it is reserved for small businesses owned by socially and economically disadvantaged individuals. While specific award values were not explicitly stated, the comprehensive scope of services suggests a significant contract with complex technical requirements. The contract will require personnel qualified to conduct high-level research, including viral pathogenesis, immunodiagnostic research, and diagnostic development, with capabilities to manage approximately four terabytes of data monthly. Contractors must provide personnel ranging from technicians to co-principal investigators who can work across multiple scientific domains and support intricate research protocols. The work will involve supporting critical national security and public health research, with an emphasis on developing medical countermeasures like vaccines, therapeutics, and diagnostic tools in highly specialized biocontainment environments.
