About this opportunity

The Department of Health and Human Services Health Resources and Services Administration (HRSA) issued a sole source task order valued at approximately $5.99 million to Sapient Government Services, Inc. under GSA Multiple Award Schedule Special Item Number 54151S for Information Technology Professional Services. The contract, awarded on September 30, 2025, establishes a government-owned cloud-based Transplant Data Services (TDS) platform that will create an authoritative repository for transplant-related data, including information on donors, candidates, recipients, organs, matches, transplant centers, and organ procurement organizations. This procurement supports HRSA's oversight responsibilities for the Organ Procurement and Transplantation Network (OPTN) as part of the OPTN Modernization Initiative, which focuses on improving technology, data transparency, governance, operations, and quality improvement. The sole source justification cites the urgent, mission-critical nature of the requirement and identifies Sapient as the incumbent contractor deemed the only source capable of executing the work without unacceptable legal and operational risk. The services will involve developing new cloud-hosting architecture, data ingestion capabilities, APIs, and user interfaces for various stakeholders including HRSA, Centers for Medicare and Medicaid Services, and external researchers. HRSA plans to conduct a full and open competitive procurement for a longer-term follow-on requirement in Fiscal Year 2026.
