About this file
This is a Federal Supply Schedule (FSS) Limited-Sources Justification for a sole source task order from the U.S. Department of Health and Human Services (HHS) Health Resources and Service Administration (HRSA). The $6,000,000 contract will be awarded to Sapient Government Services, Inc. under GSA Multiple Award Schedule Special Item Number 54151S for Information Technology Professional Services. The primary objective is to establish a government-owned cloud-based Transplant Data Services (TDS) platform that creates an authoritative repository for transplant-related data, including information on donors, candidates, recipients, organs, matches, transplant centers, and organ procurement organizations.
The procurement is urgent and mission-critical, aimed at strengthening federal oversight of the Organ Procurement and Transplantation Network (OPTN) through modern technical standards. Sapient, the incumbent contractor, is deemed the only source capable of executing the requirement without unacceptable legal and operational risk. The contract will involve developing new cloud-hosting architecture, ingesting structured and unstructured data, creating Application Programming Interfaces (APIs), and developing dashboards and user interfaces for various stakeholders including HRSA, Centers for Medicare and Medicaid Services, the Scientific Registry of Transplant Recipients, OPTN members, external researchers, and the public. HRSA plans to conduct a full and open competitive procurement for a longer-term follow-on requirement in Fiscal Year 2026.

3. Description of Services or Supplies:
The total estimated value of this action is $6,000,000.
HRSA, an agency of the U.S. Department of Health and Human Services (HHS), is the primary federal entity responsible for oversight of the Organ Procurement and Transplantation Network (OPTN) (OPTN website), authorized by the National Organ Transplant Act of 1984, as amended
(NOTA), 42 U.S.C. § 273 et seq., and implemented by the Organ Procurement and regulatory framework for the structure and operations of the OPTN launched the OPTN Modernization Initiative to better serve the needs of patients and families and focuses on five key areas: technology, data transparency, governance, operations, and quality improvement & innovation.
Among its statutory responsibilities, the OPTN must operate and monitor an equitable system for allocating organs, maintain a waiting list of potential recipients, match potential recipients with donor organs, work to increase the supply of donated organs, and coordinate, as appropriate, the transportation of organs from organ procurement organizations and transplant centers.
HRSA intends to issue a sole source task order under the GSA Multiple Award Schedule (MAS)
Special Iten Number (SIN) 54151S - Information Technology Professional Services. The services being procured will establish a government-owned/controlled cloud-based Transplant Data Services (TDS) platform that shall create an authoritative repository for transplant-related data.
The TDS platform will synergize validated read-only transplant data, including information on donors, candidates, recipients, organs, matches, transplant centers, and organ procurement organizations, while ensuring compliance with federal requirements for data ownership, security, and availability.
Furthermore, this investment will strengthen accountability, improve transparency, and enable more timely policy decisions by providing access to authoritative transplant data. The contractor will develop new cloud-hosting architecture, ingest structured and unstructured data, create Application Programming Interfaces (APIs), and develop dashboards and user interfaces for both internal and external customers such as HRSA, Centers for Medicare and Medicaid Services (CMS), the SRTR as a primary analytical customer, OPTN members, external researchers, and the public.
4. Authority and Rationale:
Authority:
The authority of the Multiple Award Schedule (MAS) Program is derived from Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.), Title 40 U.S.C.
501, Services for Executive Agencies, and Section 803 of the National Defense Authorization Act for Fiscal Year 2002 (Public Law 107-107), as implemented by FAR 8.405-6.
The applicable exception is FAR 8.405-6(a)(1)(i)(B), which permits restricting consideration to one source when only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale:
HRSA established the Data Services and Analytics for the Workforce System (DSAWS) Single Award Blanket Purchase Agreement (BPA) on June 27, 2022, under the GSA Federal Supply Schedule. The BPA included a 12-month base ordering period and four 12-month option periods, for a total potential ordering period of five years, concluding June 26, 2027. The ceiling was originally set at $100,000,000, based on estimated annual requirements of approximately $20,000,000. Since the award, HRSA has issued twenty-eight (28) call orders with a cumulative value of approximately $100,000,000. As a result, the BPA ceiling has now been reached, and no additional orders can be placed under this vehicle. However, this OPTN and SRTR data belongs in the HRSA data warehouse along with other HRSA program data.
Sapient, the incumbent contractor, is the only source capable of executing this requirement without unacceptable legal and operational risk.
These investments constitute unique technical assets and intellectual capital that cannot be replicated or transferred to another vendor without prohibitive duplication of cost and delay. Further, this investment cannot be recouped through competition. Conducting a new procurement at this stage would impose significant additional costs, create disruption, delay urgent Congressional oversight priorities, and yield no commensurate benefit to the Government.
This requirement is urgent, mission-critical and statutorily required. The TDS platform shall establish a secure, government-owned repository within the HRSA’s data warehouse, providing access to validated data for oversight, analysis, and statutory reporting. Built on modern technical standards — including cloud infrastructure, agile development, and advanced data warehouse architectures —TDS platform will strengthen federal oversight, enhance accountability and transparency, and support more timely policy decisions.
5. Market Research
Market research was originally conducted in support of the competitive award of the DSAWS BPA, under the GSA Federal Supply Schedule. That competition demonstrated the availability of multiple capable commercial vendors to provide enterprise data services and analytics at scale.
Since award, twenty-eight (28) call orders have been executed under this BPA, covering requirements such as cloud-based data warehousing, enterprise analytics, and advanced reporting. These efforts provided the Government with significant insight into vendor capabilities and marketplace offerings.
For this instant action, no additional Request for Information or Sources Sought were issued due to the urgent and compelling statutory requirements. At this juncture, only the incumbent contractor—Sapient—can fulfill these statutory obligations without unacceptable duplication of cost, disruption, or delay.
HRSA/HSB continuously conducts market research through engagement with industry partners, participation in Federal IT forums, review of emerging technology trends, and lessons learned from other HHS and Federal initiatives. These activities ensure that HRSA’s IT systems remain aligned with modern technical standards, such as cloud-native architectures, scalable data warehouse solutions, APIs, and advanced data governance frameworks. While this urgent action must rely on Sapient as the only vendor with the capability to ensure statutory compliance under NOTA, HRSA’s ongoing market research for the DSAWS BPA ensures that future acquisitions remain competitive, innovative, and consistent with federal best practices.
6. Actions to Increase Competition
HRSA will conduct a full and open competitive procurement for the longer-term follow-on requirement to the DSAWS BPA. Planning for this recompete is already underway, with a solicitation expected in Fiscal Year 2026 and contract award anticipated in FY 2026. This acquisition will incorporate the results of ongoing market research, industry engagement, and lessons learned from the current BPA to ensure HRSA’s Data Warehouse and the HRSA Enterprise Data Science and Analytic Platform (HEDSAP) remain modern, secure, and aligned with evolving federal IT and data management standards.
