The anticipated period of performance is ten years (one base year plus nine option years) with an estimated start date of May 2027. NAICS 541715 applies (small business size standard of 1,000 employees). The current contract is held by ICF Incorporated, LLC (bridge contract 75N96025C00003, awarded in 2025). The anticipated award value is $13,683,134 total estimated cost-plus fixed fee. Place of performance is to be determined. The Government has not yet determined whether the follow-on will be single or multiple award. White papers are limited to 20 pages, 11-point Calibri font, and must be submitted to Lisa Schaupp (lisa.schaupp@nih.gov) and Kristina Filardo (filardok@nih.gov). Questions are due April 30, 2026 at 12:00 PM Eastern Time. Responses will be used for acquisition strategy determinations and availability of capable small business concerns; non-proprietary information may be used to create a competitive solicitation.
