About this opportunity
The National Institutes of Health Office of Logistics and Acquisition Operations seeks scientific analysis and mathematical modeling of clinical research data for optical cardiovascular monitoring, with proposals due July 21, 2026 and questions due July 10. This is a total small business set-aside under FAR 19.5, evaluated using Lowest Price Technically Acceptable (LPTA) methodology.
Place of performance is Bethesda, Maryland. The 12-month effort involves signal processing and clinical analysis of Speckle-Plethysmography (SPG) and Photoplethysmography (PPG) waveforms from de-identified datasets containing simultaneous SPG/PPG signals and blood pressure reference data from 33 participants. The Government will furnish approximately 100 gigabytes of data collected at 250 Hz (SPG/PPG) and 100 Hz (blood pressure) over 15–35 minute sessions with blood pressure ranges of 100/60 to 160/110 mmHg. Key deliverables include signal preprocessing (month 3), feature set and clinical correlation report demonstrating associations with cardiovascular markers (month 6), blood pressure estimation models achieving Mean Absolute Error thresholds of 7 mmHg systolic and 5 mmHg diastolic (month 9), and a real-time demonstration on Microsoft Surface Pro 10 (Windows 11) with end-to-end latency under 100 milliseconds (month 11).
The contract is firm fixed price. Work involves only de-identified data with no Protected Health Information; contractors must meet HHS/NIH security requirements and FedRAMP Moderate certification for cloud-based systems. The Government obtains Government Purpose Rights to all deliverables including source code and models. NAICS code is 541690 (Other Scientific and Technical Consulting Services). Evaluation criteria are Technical Acceptability (5 pages), Relevant Experience/Past Performance (3 pages), and Price (no page limit), with total submission limited to eight pages narrative. A July 16 update posted FAQ and extended the deadline from the originally posted July 17 date.
