About this opportunity

Paragraph 1:

The Naval Air Systems Command, Weapons Division, China Lake, CA, intends to procure, on a sole source basis, Science & Engineering Technical Training from the Georgia Institute of Technology. The contract will be a firm-fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) for a 5-year ordering period. The contractor must provide several one-to-five-day courses covering topics such as problem-solving, systems engineering, antenna engineering, and radar systems. Contractor personnel must have a minimum of 10 years of experience teaching defense-related courses, demonstrate expertise in the relevant fields, and be able to provide instruction at the Secret classification level.

Paragraph 2:

This procurement is not set-aside for any specific business category. The anticipated award will be made to the Georgia Institute of Technology. The solicitation is expected to be released on or around May 9, 2024, and any responses must be received within 7 days of the publication of the notice. Interested firms must be registered in the System for Award Management (SAM) database and provide a capability statement demonstrating their experience, assets, and ability to perform the required work.

The purpose of this amendment (originally posted on 03 May 2024) is to extend the proposal sumission date to 12 noon PST on 24 June 2024, as shown herein.

The Naval Air Systems Command, Weapons Division, China Lake, CA, intends to procure, on a sole source basis in accordance with FAR 6.302-1 to Georgia Institute of Technology, 84 5th Street NW, Atlanta, Georgia, 30308, Science & Engineering Technical Training for several one-to-five-day coursesto the Naval Air Warfare Center Weapons Division (NAWCWD) workforce.

The award will be a firm-fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) contract with an ordering period of 5 years. 

Classes will be a mix of virtual and in-person training. Courses shall already be created prior to award.

Contractors shall be able to provide courses in all of the following topic areas:

Problem Solving

Systems Engineering

Antenna Engineering

Cyber Security

Electro-Optical/Infrared (EO/IR) System Engineering

Electromagnetic Warfare Technology

Infrared and Electro-Optical Technology

Modeling and Simulation

Phased Array Antenna Engineering

Radar Signal Processing and Techniques

Radar Systems

Sensor and Data Fusion

System Engineering

Test and Evaluations

Information Technology

We anticipate classified content to Secret and instructors shall already hold that level classification at award.

Contractor personnel for this work must:

a. Possess a minimum of ten (10) years of experience in teaching classes related to defense technologies, and other science, engineering, and technology topics.

b. Demonstrate expertise and leadership in the specific field(s) relevant to the training programs.

c. Provide evidence of previous successful engagements with Government or defense organizations.

d. Maintain up-to-date knowledge of industry trends, emerging technologies, and evolving threats in the defense sector.

e. Be able to instruct at all classification levels.

The contractor personnel must have the following qualifications:

a. Educational background in their field or topic of expertise.

b. Recognized certifications or credentials in the subject matter of the training programs.

c. Currently working in their field of expertise, or have worked in that field within the last five years.

d. Proven ability to communicate complex concepts effectively and engage diverse audiences.

e.  Strong organizational and project management skills to ensure timely delivery of training services.

The contractor and its personnel must comply with all security protocols and clearance requirements established by the Government defense organization.

This solicitation is expected to be released on or around 09 May 2024.

This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 7 days after the date of publication of this notice, which shall be considered by the agency.  The written response shall reference solicitation number N6893624R0009 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
