About this opportunity

The Naval Facilities Engineering Systems Command (NAVFAC) Marianas is conducting a market survey for 13.8kV and 480V system protection relays and related SCADA equipment for the Fiscal Year 2026 Military Construction P-819 project at Inner Apra Harbor Resiliency, Polaris Point, Guam. The agency seeks products that have equal performance and listing requirements to specific Schweitzer Engineering Laboratory (SEL) products, including feeder protection devices, generator protection relays, bus differential protection systems, power quality meters, automation controllers, computing platforms, and related equipment. All items must be compatible with existing electrical SCADA systems, controllable through ongoing systems, and must not create system duplication. The evaluation criteria focus on equipment compatibility, functional equivalence to current systems, and the ability to integrate virtual faceplates with similar configurations to existing installations. Responses to this pre-solicitation notice are due by September 2, 2025, with the notice posted on August 17, 2025.

This procurement does not utilize any small business set-aside designations, making it available for full and open competition. Schweitzer Engineering Laboratory appears to be the incumbent or preferred manufacturer, as the government has specifically identified SEL products as the performance benchmark, including models SEL-751, SEL-700G, SEL-587Z, SEL-735, SEL-3530/3555, SEL-3355, SEL-2440, SEL-2488, and SEL-2730. The solicitation does not specify award values, budget ranges, or exact quantities of equipment needed. The timeline indicates this is part of a military construction project scheduled for fiscal year 2026, suggesting implementation and delivery would occur within that timeframe. The geographic scope is limited to Guam, specifically the Polaris Point location within the Inner Apra Harbor area.
