About this opportunity
The Department of the Air Force Space Command is seeking a contractor to provide Integrated Solid Waste Management (ISWM) services for Schriever Space Force Base, located approximately ten miles east of Colorado Springs, Colorado. The Request for Information (RFI) seeks to obtain capability information and contract experience references from potential offerors for a comprehensive waste management contract. Key contract requirements include providing all personnel, equipment, vehicles, and services necessary to perform solid waste management and recycling services, with most collections occurring twice per week. The base currently utilizes 45 municipal solid waste containers, 39 recycling containers, 3 trash compactors, and 5 open top containers. Contractors must obtain vehicle passes and be prepared to request National Agency Check w/Inquiries (NACI) for unescorted entry into the base's restricted area. Responses to the RFI are due by September 25, 2024, and must be submitted via email to the specified contracting officers.
This pre-solicitation notice is not a set-aside contract and does not specify a current incumbent contractor or precise award value. The contract will cover waste management services for the base's restricted area and base buildings, explicitly excluding military family housing. Contractors will be required to perform services in compliance with all local, state, and federal regulations, with most collection activities happening twice weekly and some buildings requiring daily service. Vehicle and personnel access will be tightly controlled, with contractors needing to obtain appropriate security clearances and passes. The government emphasizes that this RFI is for market research purposes only, and no contract will be awarded directly from this request. Potential offerors should note that no certification of funds is currently available, and the government reserves the right to cancel the solicitation at any time without incurring any reimbursement obligations.
