About this opportunity
United States Transportation Command anticipates procuring scheduled fuel barge transportation services in the Gulf Region, including all ordered U.S. ports and points on the Gulf of America and lower Mississippi River and connecting waterways; responses to this RFI are due June 2, 2026, with no set-aside applied.
This is market research only—not a request for proposal, commitment to award, nor basis for contract award. USTRANSCOM seeks information on current market capability and solutions to support acquisition strategy decisions, including small-business feasibility.
The planned contract period runs April 1, 2027 through March 31, 2032. Equipment and crews must be available exclusively to the Government 24 hours per day, 7 days per week, and comply with U.S. coastwise laws. Transportation covers Department of War–owned bulk aviation and marine fuels: Jet A Fuel (JAA), Jet Propellant 5 (JP5), and Marine Diesel (F76).
The RFI worksheet targets eight capability areas: ownership or long-term lease of a minimum of 3 towboats and 6 appropriately sized barges; small-business subcontracting compliance; ability to guarantee a fourth on-call tow within 15 calendar days; reserve fleet capacity in the Gulf Region to provide substitute vessels within 24 hours; barge cargo history and conversion timeline for aviation fuel standards; tank coating specifications and contamination mitigation; cross-contamination procedures between F76 and JP5/JAA; and commercial timeline and compensation structures for third-party cleaning prior to aviation fuel loading.
The incumbent contract expires March 31, 2027; follow-on award is anticipated February 1, 2027. NAICS code 483211 (Inland Water Freight Transportation) applies; small-business size standard is 1,050 employees. Responses from all business sizes and socioeconomic categories are encouraged. Submit to Erica Weaver (Contract Specialist) or Nicholas Van Osdale (Contracting Officer) by 5:00 PM Central Time, June 2, 2026.
Notice text
USTRANSCOM is seeking sources that possess the availability and capability to provide scheduled fuel barge transportation services in the Gulf Region, information about what solutions currently exist in the market, and is interested in learning more about what information industry may need to scope a logical roadmap to succeed.
This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be constructed as a commitment by the Government. No contract will be awarded as a result. Industry's response to the RFI-or lack thereof- will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitation decision making (e.g. determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.
