About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD), supporting Dam Neck Activity in Virginia Beach, VA, has published a sole-source Special Notice for SCEPTRE Signal Processing Software and Associated Services. This notice announces the Department of the Navy's intent to establish a Basic Ordering Agreement (BOA) with 3dB Labs Inc., located in West Chester, Ohio, as the exclusive provider of SCEPTRE software solutions. The procurement is designated as a Total Small Business set-aside and is being pursued under sole-source authority per Title 10 U.S.C. Section 3204(a)(1). The anticipated contract structure involves Cost Plus Fixed Fee (CPFF) orders with a maximum value of $14,711,101 over a five-year performance period. The opportunity was posted on September 12, 2025, with a response deadline of September 30, 2025.
The primary objective is to implement SCEPTRE software solutions for advanced signal processing and Radio Frequency (RF) signal collection within the Government's next-generation Intelligence system environment. The software provides unique capabilities including built-in classified and unclassified Digital Signal Processing (DSP) signal detectors and classifiers, Radio Frequency Distribution Unit (RFDU) control, and RF data stream configuration and sharing capabilities. Since this is a sole-source procurement, no competitive proposals are being solicited, and 3dB Labs Inc. has been identified as the only qualified contractor due to their role as the sole developer and provider of SCEPTRE software. The notice serves informational purposes only, indicating that the Government has determined this specialized software is essential for targeting specific adversary signal sets and optimizing RF testing and analysis tasks. Many of SCEPTRE's unique functions resulted from past government-funded initiatives and have become standard features within the software platform.
