About this opportunity
The Naval Sea Systems Command (NAVSEA), operating through Norfolk Naval Shipyard (NNSY), is soliciting a Firm Fixed Price contract for recertification testing of 75 MK8 life raft inflation cylinders using Modal Acoustic Emissions (MAE) technology in accordance with Department of Transportation Special Permit 16320. The contractor must provide all management, tools, supplies, equipment, and labor necessary to complete the testing work, which will be conducted under FAR Part 13 as a commercial service procurement. Key requirements include marking passing cylinders with appropriate DoT-SP 16320 and MAE labels, affixing "CONDEMNED" labels on rejected cylinders, and rendering rejected cylinders incapable of holding pressure. The evaluation will assess proposals on technical approach and price, with both factors rated as acceptable or unacceptable, with technical capability weighted significantly more heavily than price. The solicitation closes on December 8, 2025, at 12:00 PM EST, with a performance period anticipated from January 15, 2026, through March 15, 2026.
This is a Women-Owned Small Business (WOSB) set-aside acquisition being conducted on a sole-source basis, with Hexagon Digital Wave LLC identified as the incumbent contractor. The contract covers a single line item for Navy Life Raft Inflation Cylinder Recertification with 22 component line items representing the 75 cylinders to be tested, with unit acquisition costs ranging from $3,300.00 to $3,321.00. Testing will be performed at the contractor's facility in Greenwood Village, Colorado, with the government funding all shipping costs to and from Norfolk Naval Shipyard. The cylinders will be shipped in tri-wall pallets, and all testing activities must be completed within the compressed two-month performance window. The NAICS classification is 541380 (Testing Laboratories and Services) with a small business size standard of $19,000,000.
