About this opportunity
NASA Shared Services Center seeks 170 carbon composite SCAPE ventilator cylinders (Self-Contained Atmospheric Protective Ensemble), with quotes due September 4, 2026 at 12:00 p.m. Central Time. This is a total small business set-aside, with award going to the responsible offeror submitting the lowest price technically acceptable offer.
Delivery is FOB Destination to NASA Kennedy Space Center, Central Supply, Building M6-0744, Orlando, Florida 32899. Each cylinder must be rated for 4500 psi working pressure, provide 30 minutes of flow duration with a maximum volume of 45 cubic feet, weigh no more than 6 pounds 9 ounces empty, and consist of carbon composite construction with aluminum alloy inner shell fully wrapped in carbon fiber. Cylinders must comply with DOT-SP 10915 specifications and cannot remain in operation beyond the DOT-mandated 15-year retirement threshold. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.
Cylinders must be manufactured within six months of delivery, delivered empty (unfilled), and must not contain defects or composite damage. All soft goods and seals must be cleaned per CGA-4.1 or ASTM G-93 standards; a certificate of conformance demonstrating acceptable cleaning results must accompany delivery. Proposals must include shipping costs (brand name or equal-to requirement with firm fixed pricing), warranty or return policy, and lead time. Vendors must reference their SAM CAGE Code/UEI, be registered at SAM.gov, and submit two points of contact. Questions are due September 3, 2026 by 12:00 p.m. CT via email only to cody.d.guidry@nasa.gov. Quotes must remain valid for 30 days. Vendors may propose functionally equivalent cylinders to part number 10128099-SP provided they meet all Statement of Work requirements and demonstrate technical equivalence.
