About this file
This is a Questions and Answers document addressing discrepancies regarding SCBA cylinder specifications in a federal procurement.
The Government intends to procure 30-minute duration SCBA cylinders at 4500 psi with a 45 cubic foot capacity, configured to be delivered empty (less air). The referenced part number 10128099-SP was previously identified as a 30-minute cylinder but is currently described as a 45-minute cylinder in the solicitation documentation. Contractors proposing an alternative manufacturer part number that differs from 10128099-SP are permitted to submit functionally equivalent cylinders provided they meet all Statement of Work requirements, demonstrate technical equivalence, and confirm delivery in an empty state in accordance with Sections 2.2 and 2.15. The Government will evaluate all proposals based on the technical requirements specified in the Statement of Work. However, the Government clarifies that it cannot pre-confirm whether an alternative part number will be evaluated as technically acceptable prior to the formal review process; evaluation will proceed only in accordance with established Statement of Work requirements.
