About this opportunity

The Air Force Civil Engineer Center (AFCEC) at Tyndall Air Force Base is seeking quotations for the procurement of one Scanning Electron Microscope (SEM) system for research and development purposes. The solicitation, issued under full and open competition (NAICS 334516 - Analytical Laboratory Instrument Manufacturing), requires the SEM to meet specific salient characteristics including a Schottky field emission gun, Windows PC-based interface, battery backup power supply capable of eight hours of operation, magnification of 50X or greater with 10 nm or better resolution at 0.5kV, Energy Dispersive X-ray (EDS) mapping capabilities with a detector exceeding 60mm², and a goniometer sample stage with tilt capability. Award will be made to the responsible offeror providing best value based on two evaluation factors: price and technical approach. The deadline for submission of questions is March 25, 2026 at 1300 CST, and quotations are due by March 30, 2026 at 1300 CST. Offerors must submit two separate volumes: Volume 1 containing pricing information and Volume 2 containing a technical approach not exceeding seven pages that demonstrates how the proposed system meets all Government requirements.

This solicitation has not been set aside for any specific business category. No current incumbent or contractor is identified in the solicitation documents. The contract does not specify an award value or budget range, and offerors must provide firm pricing that will remain valid for 60 calendar days from the offer receipt date. The Government requires delivery of the SEM system within 240 days after receipt of order (ARO), with installation and user training by the manufacturer to be completed at destination. The place of performance is Tyndall Air Force Base, Florida, where the equipment will be inspected and accepted. The vendor must provide on-site training covering both hardware and software operations, furnish a minimum one-year warranty covering all parts and labor, and maintain capability to respond to warranty service calls within 20 business days of the requested service date.
