About this opportunity
The Defense Logistics Agency Strategic Materials is seeking to procure up to 101.34 kilograms of scandium metal flake through a sole source acquisition designated for APL Engineered Materials. This procurement is part of an Indefinite Delivery, Indefinite Quantity contract to supply high-purity scandium metal (greater than 99.9% purity) for the National Defense Stockpile over a five-year ordering period. The solicitation operates under "Other Than Full and Open Competition" authority, with APL Materials identified as the only domestic vendor capable of meeting the government's capacity requirements and technical specifications. Vendors must submit completed SF1449 forms with their quotes and be registered in the System for Award Management (SAM). The deadline for vendor questions is August 25, 2025 at 5:00 PM EST, while proposal submissions are due September 1, 2025 at 5:00 PM EST to Adam.Steele@dla.mil with a carbon copy to Alek.Pagliaccetti@dla.mil.
This opportunity has no set-aside designation and specifically identifies APL Engineered Materials as the sole source contractor, making them the incumbent for this acquisition. The contract value ranges from a minimum guarantee of $1,000,000 to a maximum of $5,400,000, with estimated annual quantities between 18.41 and 22.21 kilograms of scandium metal flake. The procurement timeline allows for delivery within 36 months after each delivery order is issued, with the first delivery anticipated within three years of contract award. All materials will be delivered to the DLA Strategic Materials Hammond, Indiana Depot, establishing Hammond, Indiana as the primary place of performance. The justification documents indicate that market research revealed no viable alternative suppliers, and the strategic importance of this material is heightened by China's export controls on scandium, emphasizing the critical need for maintaining a domestic supply chain for national defense purposes.
