About this opportunity
NASA's Marshall Space Flight Center has issued a Special Notice regarding a contract modification for the "Scalable Science Data Exploration" initiative. The opportunity is set aside exclusively for small businesses and was posted on January 13, 2026, with a submission deadline of January 28, 2026. NASA intends to issue a sole source contract modification to Element 84, Inc. under existing contract 80MSFC23CA017 to extend the period of performance for four months total: three months from April 1, 2026 through June 30, 2026, plus one additional option month from July 1 through July 31, 2026. The contracting approach is being pursued under FAR 6.302-1, which permits other than full and open competition when only one responsible source can satisfy agency requirements. This civilian agency procurement falls under the Other Scientific and Technical Consulting Services NAICS category.
The primary objective of this contract modification is to enable Element 84 to continue leveraging its specialized expertise in cloud native tools and services to support NASA's Earth Science Division by designing a user interface for new deployments of the VEDA dashboard, which facilitates dynamic visualization and exploration of science data at scale. Interested organizations that believe they possess equivalent capabilities and qualifications may submit their credentials electronically to Brent Evans at brent.l.evans@nasa.gov no later than 2:00 PM Central Standard Time on January 28, 2026. The Government will evaluate submitted capabilities solely to determine whether to conduct the acquisition on a competitive basis, though NASA retains sole discretion in making this determination. This procurement is being conducted as a service contract and is not utilizing FAR Part 12 commercial item procedures. The NASA Ombudsman clause 1852.215-84 applies to this acquisition, and interested parties can reference the Center Ombudsman contact information through NASA's official procurement listing.
Notice text
NASA/George C. Marshall Space Flight Center (MSFC) has a requirement to extend the contract period of performance for 3 months from April 1, 2026 through June 30, 2026. An additional 1-month option period is also planned for July 1, 2026 through 31 July 2026.
NASA/MSFC intends to issue a sole source contract modification to acquire the services from Element 84, Inc. under the existing contract 80MSFC23CA017 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Element 84 will continue to use its subject matter expertise to provide support needed to design a user interface for new deployments of the VEDA dashboard for NASA’s Earth Science Division. This additional scope of work builds upon Element 84’s highly specialized expertise and current contract requirement to develop cloud native tools and services such that dynamic visualization and exploration of science data can be scaled.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brent Evans at brent.l.evans@nasa.gov not later than 2:00pm Central Standard Time on January 28, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
