About this opportunity
The Bureau of Reclamation is seeking scaffolding rental services for the Shasta Dam Penstock 5 Repair project through a Request for Quote (RFQ) solicitation. The primary requirement involves designing, erecting, and installing OSHA-compliant scaffolding inside a 15-foot diameter penstock with a 15-degree slope to access drilled holes causing water leakage. Specific technical requirements include fitting scaffolding through a 24-inch diameter manhole, friction mounting to the penstock interior, and providing a walkway from the access hatch without disturbing the existing penstock coating. Quotes will be evaluated based on technical approach, past performance, and price reasonableness. The solicitation (140R2025Q0008) requires quotes to be submitted by December 2, 2024, at 10:00 AM Pacific Standard Time via email to Erma Funtanilla, with all submissions subject to the incorporated Federal Acquisition Regulation (FAR) provisions for commercial items.
The contract is a total small business set-aside under NAICS code 532490 with a $40 million size standard, meaning only small businesses are eligible to compete for this opportunity. There is no incumbent contractor identified for this specific project. The period of performance is three months from the award date, with the work focused on providing scaffolding that enables worker access in specific interior positions of the penstock. Contractors must provide all necessary labor, materials, equipment, and develop a rescue plan for confined space entry. The project will be executed at the Shasta Dam facility, with the scaffolding required to enable repairs to address water leakage issues. Pricing will be established through a firm-fixed-price purchase order, and the government will assess quotes for technical merit, past performance history, and overall price reasonableness to determine the most advantageous offer.
