About this opportunity
The Air Force District of Washington (AFDW/PK) is conducting market research through a Request for Information (RFI) to identify potential contractors capable of providing Space Integrated Modeling, Simulation, & Analysis (SIMSA) Follow-on services to support the United States Space Force, U.S. Space Command, and related Department of Defense entities. The primary goods and services being procured include development and refinement of the Rapid Analysis and Prototyping Toolkit for Resiliency (RAPTR), digital engineering support, mission engineering capabilities, modeling and simulation services, and analytical infrastructure for space warfighting applications. Key contract requirements mandate that responding companies demonstrate capabilities across six primary performance objectives: program management with full authority over contract execution and staffing; an MSP&A software solution enabling digital engineering and mission engineering; systems analysis and design support; systems operations and sustainment analysis; systems and technical assessment integration; and analytical infrastructure support. Prospective contractors must address eleven specific information requests covering MSP&A software capabilities, space domain analysis experience, force design support history, modeling capabilities in Electronic Warfare and Space Control domains, facility capacity to host approximately 60 personnel for collaborative analysis, and classified cloud environment connectivity supporting Top Secret/SCI and Special Access Program classifications. Responses to the RFI are required by 3:30 pm Eastern Time on March 27, 2026, and must be submitted via email to the contracting officer and contract specialist identified in the solicitation documents.
This RFI represents a pre-solicitation notice with no set-aside designation applied, and the government anticipates issuing a Firm-Fixed-Price Level of Effort centralized IDIQ contract following the market research phase. The RFI explicitly states it is not a binding solicitation, and the government will not reimburse response costs or expenses from respondents. No specific award value or budget range is disclosed in the pre-solicitation notice. The contract performance period is 60 months from award, with individual task orders not to exceed 5 years, supporting an extended engagement timeline for the selected contractor. All contractor personnel must be U.S. citizens with appropriate security clearances ranging from Secret to Top Secret and including Special Access Program access. Respondents must be registered in the System for Award Management (SAM) database and should include their company information, technical capability descriptions relative to the Performance Work Statement, and clearly marked proprietary data in their responses.
