About this opportunity

NOAA's Western Acquisition Division and Weather Program Office are conducting market research through a sources sought notice due June 30, 2026, to identify contractors capable of delivering an existing data-rich social, behavioral, and economic science (SBES) framework optimized for data discovery and interoperability studies. This is a sources sought notice for market research purposes only and does not constitute a Request for Proposal; no award commitment exists and responses do not create a basis for claim against the government.

The contractor will solicit, review, and administer competitive subcontracts with academic researchers to advance SBES data assets toward operational readiness within the weather and water enterprise. Subcontractors will execute concrete interoperability activities including metadata alignment, open-source tooling development, dataset integration proofs-of-concept, and interoperability readiness assessments supporting NOAA's Weather Ready Nation initiative.

Key deliverables include draft subcontractor solicitation materials and administrative review frameworks due 60 calendar days after contract award, proposed subcontract documentation due at 180 days, and cumulative program reports due at 330 days and 30 days prior to period of performance end. The contractor must maintain quarterly check-ins with the Contracting Officer's Representative, meet a 95% on-time delivery rate for all deliverables with 90% of technical documents accepted after no more than one round of major revisions, and ensure 98% accuracy of system data entries. Performance will be evaluated under a Quality Assurance Surveillance Plan with remedies for substandard performance including invoice withholding and negative past performance ratings.

NAICS 541720 (Research and Development in the Social Sciences and Humanities) applies. No set-aside is anticipated. The government will use responses to determine whether to pursue small business programs and competitive versus non-competitive approaches.
