The storage solution must provide 24/7 surveillance, environmental protection from weather damage, controlled access, and immediate vehicle retrieval capabilities for SBA personnel during emergency deployments. Each storage facility must be located within 50 miles of designated SBA offices and include perimeter fencing, CCTV surveillance or on-site security personnel, and accommodate vehicles measuring 9'3" high, 21'11" long, and 8'2" wide. The contract will be evaluated using a Lowest Price, Technically Acceptable (LPTA) approach, with the award going to the vendor that meets all technical specifications at the lowest price. The solicitation was posted on September 10, 2025, with vendor questions answered on September 17, 2025, and quotes due by September 20, 2025, at 4:00 PM EST.
This procurement is designated as a total small business set-aside under NAICS code 812930 (Parking Lots and Garages) with a business size standard of $47 million in annual receipts. No incumbent contractors or current service providers are identified in the solicitation documents. While specific budget ranges are not disclosed, the contract structure consists of a firm fixed-price arrangement with a one-year base period running from September 30, 2025, to September 29, 2026, plus four optional one-year extension periods that could extend the contract through September 29, 2030. The services require two separate storage locations: one vehicle must be stored near the SBA's Office of Capital Access Processing and Disbursement Center in Fort Worth, Texas, and the second vehicle near the SBA office in Norcross, Georgia. Interested vendors must submit their quotes electronically to Contract Specialist Joshua Keen at joshua.keen@gsa.gov, with telephone inquiries specifically prohibited.
