About this opportunity

The Small Business Administration (SBA) is seeking a research contractor to produce an empirical, data-intensive report on economic issues affecting small businesses through solicitation 73351025Q0172. The primary objective is to generate a comprehensive research report evaluating current small business economic trends, characteristics, and impacts, which may include topics such as new business creation, small business recoveries, growth barriers, labor market dynamics, supply chain management, or inflation effects. Potential contractors must submit their quotes by December 16, 2024, at 5:00 PM EST, with questions due by November 29, 2024. The evaluation criteria will prioritize non-price factors, with technical proposal and past performance receiving significantly more weight than pricing. Qualified offerors must demonstrate relevant prior experience through documented contracts or projects completed within the last two years, and the research must include an executive summary, literature review, methodology, findings, and policy implications.

This solicitation is a total small business set-aside designated under NAICS category 541720 for Research and Development in Social Sciences and Humanities. The government anticipates making a single firm-fixed-price award in mid-January 2025, with a previous similar award from last year (73351023P0059) valued at $82,000. Research teams are expected to consist of 1-4 people, with universities ineligible to compete, though researchers can participate through independent LLC registrations. The place of performance is Washington, DC, and contractors must independently obtain data, with the Contracting Officer's Representative (COR) conducting monthly reviews of deliverables. The final research report must be 508-compliant, suitable for public release, and while surveys and interviews are permitted, the government prefers analysis of existing data due to Paperwork Reduction Act constraints.
