About this opportunity

The Small Business Administration (SBA) is seeking a research contract to produce an empirical report on small business lending topics through a Request for Quote (RFQ) numbered 73351025Q0173. The research will analyze critical finance issues for small businesses, including lending patterns, the role of community banks and fintech, and the impact of economic conditions on small business credit markets. Potential contractors must submit technical proposals and past performance information demonstrating expertise in economic research, with proposals limited to 25 pages and due by December 23, 2024 at 5:00 PM EST. Questions from potential offerors were due by November 29, 2024, and the evaluation will prioritize technical factors over pricing, with a strong emphasis on advanced statistical techniques and policy-relevant research. Contractors are expected to gather their own data and ensure Section 508 compliance for final deliverables.

This opportunity is specifically designated as a total small business set-aside, meaning only small businesses can compete for the contract. While no incumbent contractor was explicitly named, a previous similar research contract from the prior year was valued at $82,000, suggesting a comparable budget range for this effort. The research will be performed in Washington, DC, with a contract duration of up to one year and an anticipated award in mid-January 2025. Research teams are typically expected to consist of 1-4 people, and universities must partner with small businesses or have researchers independently register as small businesses to participate. The contract will be awarded as a firm-fixed-price agreement, with no specified budget ceiling, and will require monthly meetings with the Contracting Officer's Representative (COR) throughout the project's duration.
