About this opportunity
The Department of the Air Force Space Command is seeking satellite frequency converters for Peterson Space Force Base through a small business set-aside solicitation. The procurement involves purchasing frequency converters with specific technical requirements, including dual band up-converters and down-converters that support L-Band, C-Band, and Ku-Band frequency ranges with a gain control of 0-30 dB. Potential vendors must submit a two-part response consisting of a price quote and technical documentation, with the government evaluating offers using a lowest price technically acceptable approach. The solicitation requires all bidders to be registered in the System for Award Management (SAM) and comply strictly with all provided instructions, with failure to do so potentially resulting in quote disqualification. Quotes are due by 10:00 AM Mountain Time on April 29, 2025, with the government reserving the right to not award the contract if requirements are not satisfactorily met.
The contract is specifically designated as a Total Small Business set-aside under NAICS code 334220 for Radio and Television Broadcasting, with a size standard of 1,250 employees. The procurement targets three frequency converters with a required delivery timeline of 180 days following contract award. The place of performance is Colorado Springs, Colorado, specifically at Peterson Space Force Base. While no specific award value is explicitly stated, the solicitation indicates a firm-fixed price contract structure. The technical requirements are stringent, including specifications such as a noise figure of 15 dB maximum, third-order intercept of less than 65 dBc, and image rejection of 60 dB minimum. Vendors must demonstrate the ability to provide electronically switchable converters with front panel or Ethernet interface controls and comprehensive operational documentation.
