About this file

This Request for Information (RFI) seeks detailed technical specifications for satellite frequency converters to be used on Peterson Space Force Base in Colorado. The document outlines specific technical requirements including frequency ranges (950-1750/5850-6650 MHz and 950-1700/13750-14500 MHz), supporting C and Ku band broadcasting, with a 20 dB gain range and an external 10 MHz reference. Key technical specifications include a noise figure of 15 dB max, third-order intercept of < 65 dBc, image rejection of 60 dB min, and phase noise of -70 to -90 dBc/Hz at 10 kHz.

The solicitation is a Small Business Set-Aside under NAICS code 334220 for Radio and Television Broadcasting, with a size standard of 1,250 employees. The converters must be electronically switchable with only one channel used at a time, support front panel control or Ethernet interface, and provide documentation on operation. The government reserves the right to not award the contract, and potential vendors must carefully comply with all solicitation instructions to remain eligible for consideration.

FA251725Q0047 – Request For Information (RFI) 1

1. (DC) Is there a Noise Figure specification? 15dB max

2. Is there a 1 dB compression Specification? No

3. Is there a Third Order Intercept Specification? < 65 dBc

4. Is there a Passband Flatness specification? No

5. Is there a Group Delay specification? No

6. Is there a Spurious specification? Signal independent, -75 dBm max

7. Is there an Image Rejection specification? 60 dB min

8. Is there a Phase Noise specification? -70 to -90 dBc/Hz @ 10 kHz

9. (DC) Is there a VSWR specification? No

9. (UC) Is there a Power Density specification? No

10. Is there a requirement for an external reference? 10 MHz

11.Is the LO Local Oscillator being supplied or do you want us to provide it? will only be using an external 10 MHz ref
11.This is one input, one output electronically switchable? (Only one channel used at any time) Only one channel at a time.
12.We see the IF/RF band of the up converter as 950-1750/5850-6650MHz and 950-1700/13750-14500MHz – please confirm will need both RF ranges. This is to broadcast in C or Ku band, but not simultaneously.
13.Is 20dB gain range acceptable? Yes
14.Is the following adjustment acceptable for the down converter? Does this cover your application?

Band 1 - C band 3400-4200 MHz NINV (LO 2450MHz) Band 2 - Ku to L 10.95-11.7GHz to 950-1700MHz (LO 10GHz) Band 3 - Ku to L 11.7-12.75GHz to 950-2000MHz (LO 10.75GHz)" Yes Will not be operating on multiple channels simultaneously. No multi-channel requirement.

Second, both bands are required. They are converting a signal to/from a broadcast frequency and an internal frequency. The equipment always uses the internal frequency, and these devices need to translate between what the equipment operates in to what is desired to broadcasted/received.

Third, the frequencies provided are the ones the current equipment distributes. If different ones we acquired, additional equipment would be needed.

Fourth, standard connectors are fine.

Fifth, front panel control is preferable, as it provides a tactile component to the training environment. If there is no front panel, ethernet will be required for interface. There is no RS-232 capability. Additionally, documentation on front panel operation will be needed.
