About this opportunity
The U.S. Special Operations Command (USSOCOM), through the General Services Administration (GSA) Assisted Acquisition Services, is seeking to extend a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract for Satellite Communications Systems. The procurement focuses on Airborne Intelligence, Surveillance, and Reconnaissance (AISR) SATCOM systems, supporting global operations with capabilities in Common Data Link, Link-16 Connectivity, Command Control, Communications, Computers, Intelligence Surveillance, and Reconnaissance (C4ISR). Interested industry partners must demonstrate specific capabilities, including an adequate cost accounting system and an audited purchasing system. To be considered, companies must submit an Electronic Reading Room (eRR) request with required documentation by May 16th, 2025. Evaluation criteria will likely include equipment provision, maintenance capabilities, global service delivery, DoD Cyber Supply Chain Requirements, and experience managing multiple task orders.
The contract does not have a specific set-aside designation, indicating an open market opportunity. L3 Harris Technologies (L3H) is the incumbent contractor for the current contract (47QFLA20D0014), which was originally awarded on 08/17/2020 with an initial ceiling of $410 million. The proposed modification seeks to extend the contract for an additional five-year ordering period and increase the ceiling by approximately $500 million, bringing the total potential contract value to around $910 million. This extension is being pursued under the authority of 41 United States Code (U.S.C.) 253(c)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The goal is to ensure continuous service delivery for USSOCOM and its mission partners without interruption, leveraging the existing contractor's specialized capabilities in satellite communications and related technologies.
