About this opportunity

The Department of State Office of Acquisition Management is seeking qualified design-build contractors to perform a Compound Security Upgrade at the U.S. Embassy in Santiago, Chile. The project encompasses demolition of select existing facilities, perimeter wall upgrades, IP-based closed-circuit television (IPCCTV) upgrades, technical security system upgrades, and construction of five new facilities including access control buildings and support structures. This is a two-phase procurement process where Phase I requires submission of Minimum Mandatory Requirements (MMRs) proposals to establish offeror eligibility, with only those determined "Eligible" or "Conditionally Eligible" advancing to Phase II for technical and pricing proposals. A critical qualification requirement is possession or eligibility to obtain a Defense Counterintelligence and Security Agency (DCSA) Top-Secret Facility Clearance; foreign firms are ineligible, and U.S. firms under Foreign Ownership, Control, or Influence must obtain DCSA approval. All offerors must maintain active SAM.gov registration throughout the procurement process, with the Phase I solicitation planned for release on or about April 10, 2026, and a Phase I response deadline of April 9, 2026.

This procurement is designated as a full and open competition with no set-asides, and the resulting contract will be firm fixed-price. The estimated design-build construction cost ranges from $44 million to $65 million for the 2.4-hectare (5.9-acre) compound located at Av. Andres Bello 2800 in Las Condes, Santiago. The project is subject to the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended, reflecting the security-sensitive nature of the work. Following Phase II RFP issuance, the Department will conduct a pre-proposal conference and site visit within 10-15 days to allow prospective contractors to review the compound and clarify project requirements. No incumbent contractor information has been identified, and while the Department will sponsor eligible uncleared firms for facility clearance sponsorship, no contract award will be made to any firm that does not ultimately obtain the required Top-Secret FCL.
