Performance is in Ochopee, Florida, from January 11, 2027 through September 1, 2027, with all work completed within three months of first field application. The contractor must survey and treat Melaleuca using spot-spray herbicide techniques across a 6,667-acre project footprint with an estimated treatment target of 1,987 acres, without causing ground disturbance. Compensation is a fixed fully-burdened hourly rate for integrated survey-and-treat hours (estimated at 146 hours) with a not-to-exceed amount of $428,576.00.
All applicators must hold appropriate Florida pesticide applicator credentials. The contractor must submit proposed herbicides to the Contracting Officer's Representative at least six weeks prior to application, including EPA registration numbers, MSDS, and label sheets. Daily deliverables include spray-on/off event logs, GPS coordinates in UTM-17/NAD-83 format submitted nightly as ArcGIS shapefiles, and two daily text updates to the COR. Payment is made only for verified work upon monthly invoice submission; the Government accepts or rejects invoices within seven business days. Prevailing wage rates under Service Contract Act apply per Wage Determination 2015-4545 (Rev. 33) for Collier County, Florida.
Field staff may work Monday–Friday, 7:00 a.m. to 5:00 p.m., with potential limitation to 8:00 a.m. to 4:00 p.m. if additional Park coordination is needed. Contractor-owned ATVs/UTVs and drones are not permitted. Evaluation considers technical capability, past performance, and price, without formal scoring; award goes to the responsible quoter providing best value.
