About this file
This document is a Government's Response to Requests for Information (RFIs) No. 1-4 addressing contractor questions regarding a Melaleuca survey and treatment project within a park facility. The RFIs were submitted prior to the revised Statement of Work incorporated by Amendment 002, with some questions influencing the SOW revisions.
Key clarifications provided include: (1) payable/accepted acres are based on both successful survey and treatment of Melaleuca within the project footprint, which is larger than the approximate 1,987 acres identified in 2020-2021 surveys; the 1,987 acres figure is used solely for evaluation purposes with actual payments based on SOW Section VII; (2) contractor-owned ATVs/UTVs are not permitted in the majority of the project area; (3) field staff may only work Monday-Friday between 7:00 AM-5:00 PM, with potential limitation to 8:00 AM-4:00 PM if additional Park coordination is needed; and (4) drones are not permitted within the Park, regardless of supplemental application or compliance with NPS and FAA requirements.

Government’s Response to Requests for Information (RFIs) No. 1-4 Note: RFIs 1-4 were submitted prior to the revised SOW incorporated by Amendment 002. The SOW was revised, in part, due to some of the questions.
RFI 1:
For the 1,987 acres, are payable/accepted acres based on acres successfully surveyed in accordance with the SOW, or only acres where Melaleuca is identified and treated?
Government’s Response:
Payable /accepted acres are based on both survey and successful treatment of Melaleuca within the project footprint. The project footprint is larger than the 1,987 acres, and all acres within the footprint should be surveyed for Melaleuca and treated. The 1,987 acres is the approximate the number of acres within the project footprint that has Melaleuca that needs to be treated based on surveys conducted in 2020-2021. Further, the 1,987 acres will be used solely for evaluation purposes. Actual payments will be based on statement of work Section VII. ACCEPTANCE AND PAYMENT, as revised.
RFI 2:
Are contractor-owned ATVs/UTVs permitted for accessing portions of the treatment area where conditions allow?
Government’s Response:
ATVs/UTVs are not allowed in the majority of the project area.
RFI 3:
What days and hours may field crews operate within the project area? How early can we start and how late can we finish ? May crews work seven days per week ? So that this task can be completed in less than 3 months or much before March. As strange it sounds, temperature starts getting hot starting first week of April.
Government’s Response:
Field staff may only work Monday-Friday with field operations between 7am-5pm. If additional coordination is needed from the Park, hours may be limited to 8 am- 4 pm.
RFI 4:
Lastly, Can we use a small drone to get a good view from the top to assist field crews with surveying and locating the Melaleuca ? This will only be a supplemental tool to assist field crews with surveying and locating Melaleuca within the project area, while still completing the required ground survey and treatment work, and provided all applicable NPS and FAA requirements are followed?
Government’s Response:
Drones are not permitted within the Park.
