About this opportunity
The Department of the Interior Bureau of Land Management Utah Region seeks quotations for renovation of the Sand Island Photovoltaic System near Bluff, Utah, with proposals due August 28, 2026, at 3:00 PM Mountain Daylight Time. The procurement is a total small business set-aside using FAR Part 13 Simplified Acquisition Procedures, with a single award anticipated and an estimated value between $25,000 and $100,000.
Place of performance is Sand Island Ranger Station (37.262630, -109.612105) in San Juan County, Utah. Work is performed during normal business hours (Monday–Friday, 7:30 a.m. to 5:00 p.m., excluding Federal holidays) with a 30-day performance period commencing 30 days after Notice to Proceed, targeting completion between September 1 and October 1, 2026. The NAICS code is 237130, Building Construction.
The scope comprises five lump-sum line items: replace the entire battery bank (minimum 31 kWh, UL1973 and 9540A certified, acceptable brands including Pytes, Fortress, EG4, Discover, or Sol-Max); replace inverters and controls (Victron 5kW charge controllers or approved equal with smart shunt feature and separate DC breaker system); upgrade photovoltaic panels on ground and tracker arrays (minimum 4800W total using bifacial technology); and assess the existing 2008 Kohler 12RES dual-fuel generator with recommendations for restoring backup power. The contractor furnishes all labor, equipment, supplies, and materials including shipping, installation, and disposal; the Government provides existing mounting structures and a battery shed (interior 9'4" x 11'4"). All removed items must be disposed of per applicable local, state, and federal regulations. All bid prices must include manufacturer's warranties for all parts and systems.
Davis-Bacon prevailing wage rates apply (General Decision Number UT20260075). For awards exceeding $35,000, a payment bond or irrevocable letter of credit equal to 100 percent of contract price is required within 10 days of award. Buy American Act construction materials compliance is mandatory. Evaluation uses best-value tradeoff approach, weighting technical factors (past performance on historic preservation projects, technical ability and approach, project schedule) more heavily than price. Questions deadline is August 19, 2026. Amendment 0001 extends the quote due date to August 28 and incorporates Questions and Answers attachment; acknowledgment of Amendment 0001 is required prior to proposal submission.
