About this opportunity
The Western Area Power Administration (WAPA), a civilian agency within the Department of Energy, is seeking a contractor to construct a new 115-kV switching station located in the Rocky Mountain Region. The project involves comprehensive infrastructure development, including building three breaker ring bus configurations on existing transmission lines, installing electrical equipment, constructing foundations, and developing a prefabricated control building site. The procurement will be executed through a Sealed Bidding Solicitation, with all responses required to be submitted exclusively via FedConnect by March 14, 2025. The scope of work encompasses not only station construction but also includes 0.3-miles of transmission line installation, transmission line removal, and fiber optic cable installation with associated equipment. Contractors will need to provide all necessary labor, materials, tools, equipment, and transportation resources to complete the project successfully.
The contract opportunity is designated as a Total Small Business set-aside, targeting businesses within the Power and Communication Line and Related Structures Construction NAICS category (237130). While specific award values are not detailed in the pre-solicitation notice, the project involves significant electrical infrastructure development with complex technical requirements. The project's PSC category is classified as "Construction Of Other Non-Building Facilities" (Y1PZ), indicating specialized infrastructure work beyond standard building construction. Potential bidders should be prepared to demonstrate capabilities in electrical transmission infrastructure, switching station construction, and fiber optic communication systems. The project's technical complexity suggests that qualified contractors with experience in power transmission and switching station development will be most competitive for this federal contract opportunity.
