About this opportunity

The Department of State Office of Acquisition Management is seeking design-build construction services for a new office building chancery and compound improvements in San Salvador, El Salvador. The procurement is a full and open competition subject to the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended, with no small business set-aside. Key requirements include maintaining an Active SAM.gov registration throughout the procurement process and obtaining or possessing a Defense Counterintelligence and Security Agency (DCSA) Secret Facility Clearance with Secret safeguarding capability. Offerors must be U.S. firms or eligible foreign firms, with entities from Belarus, Cuba, Hong Kong, Iran, North Korea, People's Republic of China, Russia, Venezuela, and Vietnam being ineligible. Capability statements limited to 10 pages with 12-point font must be submitted by May 5, 2026, at 3:00 PM EST to YoungerTJ@state.gov and FieldsCC@state.gov, with responses requiring organizational details, SAM UEI and CAGE codes, small business certifications per NAICS 236220, current facility clearances, and past performance documentation demonstrating ability to perform similar design-build construction requirements.

The project encompasses approximately 20,878 gross square meters of facilities with an estimated construction cost of $550,000,000 to $750,000,000, making this a substantial federal construction contract. The scope of work includes a new office building chancery, modifications to access control and utility buildings, a new support annex with shops and support facilities, new and modified warehouses, forced entry and ballistic resistant upgrades to the cafeteria, visitor parking, repairs to local police barracks, landscaping, and covered walkways. The solicitation process consists of two phases, with Phase I requiring submission of Minimum Mandatory Requirements proposals for eligibility determination, followed by Phase II consisting of site visits and technical and pricing proposals from eligible or conditionally eligible offerors. The Phase I solicitation is planned for release on SAM.gov in July 2026, providing potential offerors with a timeline to prepare comprehensive proposals for this significant infrastructure development initiative.
