About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to procure salvage services to enhance the Navy's marine salvage capabilities. The contract will cover a comprehensive range of maritime support activities, including salvage of ships, aircraft, weaponry, and equipment, as well as towing, harbor clearance, and ocean engineering projects. These services will be divided into three geographical zones: East Coast, West Coast, and Western Pacific. NAVSEA plans to conduct a full-and-open competition to award up to three contracts, which will be structured as single award indefinite-delivery/indefinite-quantity (IDIQ) contracts with a cost-plus-award-fee pricing mechanism. The anticipated solicitation is expected to be available by March 2023, with a current pre-solicitation notice posted on October 4, 2022, and a response deadline of November 4, 2022.
The pre-solicitation notice indicates no specific set-aside for small businesses or disadvantaged vendors. The contract is classified under NAICS category 488390 for Other Support Activities for Water Transportation and PSC category P300 for Marine Vessel Salvage. The proposed contract duration is five years, comprising five one-year ordering periods. While specific award values are not disclosed, the comprehensive nature of the salvage services and the multi-zone coverage suggest a significant potential contract value. Interested contractors should note that no telephone or email inquiries will be accepted, and the current notice is for informational purposes only, with potential changes to be posted as revisions to the pre-solicitation notice.
