About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for the purchase of satellite tags capable of measuring and reporting data on magnetic field strength, light, water temperature, and tag status. The tags must be able to operate at temperatures ranging from 0 to 50 degrees Celsius and have a depth rating of up to 1000 meters.

The purpose of this Special Notice is to identify a single source contractor, Desert Star System LLC, to provide the required satellite tags. Interested sources must submit capability statements by July 1, 2024, demonstrating their ability to meet the technical requirements. NOAA will use the responses to determine whether to proceed with a sole-source procurement or conduct a competitive procurement. The tags must be delivered by February 1, 2025 under a firm-fixed price contract. The rationale for a single source award is that the SeaTag-GEO tag manufactured by Desert Star Systems LLC is the only product that meets the size, weight, and technical specifications required to support the agency's research on ESA-listed adult steelhead in the California current.

The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Desert Star System LLC for the purchase of the processing and analysis of satellite tags to be capable of measuring, storing, and reporting data on magnetic field strength, light, water temperature and tag status. Tags must be capable of operating at temperatures ranging from 0 to 50 degrees celsius and have an operational depth rating of up to 1000 meters.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due no later than Monday July, 01, 2024, by 1200 Eastern Time. To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time.
