STATEMENT OF NEED FOR SUPPLY OR SERVICE

PURPOSE:

This purchase requisition is to support the project titled: Ocean Ecology of Central California Coast Steelhead. The provides novel information on the movements of adult steelhead kelts following freshwater spawning and re-entry into the Pacific Ocean. This requestion pertains to the fabrication and delivery of programmable pop-up satellite archival tags (PSATs) that can be affixed externally to adult steelhead to track migratory patterns. The tags are expected to function reliably in saltwater and accurately archive and transmit data on magnetics/light and temperature.

TECHNICAL SPECIFICATIONS:

Tags must be suitable for use on salmonid fishes as small as 50 cm fork length and 1.0 kg in mass; total tag weight/burden must be less than 45 grams. Tag operating mode must be pop-up archival with a user programmable release time and the tag must be solar-powered. Maximum duration of the tag deployment up to one year. At a minimum, tags must be capable of measuring, storing, and reporting data on magnetic field strength, light, water temperature and tag status. Tags must be capable of operating at temperatures ranging from 0 to 50 degrees Celsius and have an operational depth rating of up to 1000 meters. It is expected that the tag will be capable of providing opportunistic real-time data transmissions while affixed to the fish when the tag is exposed to light (near the surface). Data transmission and delivery must be via the ARGOS satellite system. This requisition will include the fabrication and delivery of programmable pop-up satellite archival tags and the necessary software to communicate with the tags.

DELIVERABLE SCHEDULE:

All tags must be delivered by February 1, 2025
