About this opportunity
The Internal Revenue Service seeks sales tax data services to support development of General Sales Tax Tables and a Sales Tax Deduction Calculator, with proposals due August 14, 2026 at 2:00 PM CST (questions due August 12 at 12:00 PM CST). This is an unrestricted acquisition with no set-aside.
Place of performance is the IRS Policy and Program Impact Lab in Farmers Branch, Texas. The contract is firm fixed price, consisting of a four-month Base Period (award through January 31, 2027) and four optional 12-month periods extending through January 31, 2031. The NAICS code is 513120 (Periodical Publishers) with a small business size standard of 1,000 employees. PSC code is B507 (Special Studies/Analysis—Economic).
Deliverables include state general sales tax rates in Excel format (due 60 days post-award in Base Period; August 8 annually thereafter), state taxability data by spending category (70 days Base Period; August 15 thereafter), local taxability data by spending category (80 days Base Period; August 29 thereafter), and local general sales tax rates by ZIP code/county/city in CSV and pipe-delimited formats (due December 9 annually). Sample data must be submitted for 50 specified ZIP codes across multiple states and for over 700 Universal Commercial Code categories across North Carolina, Utah, Illinois (Elgin), and Louisiana (Lafayette) to demonstrate data completeness and understanding of requirements. An orientation meeting is required within ten business days of award.
Evaluation follows a best-value methodology in descending order of importance: Technical Approach (weighted most heavily; generic attestations receive no score), Relevant Experience (requiring documentation of three similar contracts from the past three years as prime or subcontractor), and Price (evaluated for realism and consistency but without adjectival rating). The Government will award to the responsible, responsive offeror offering best overall value, prioritizing technical merit over lowest price. Failure to include all required submission elements may render an offer non-responsive.
Contracting Officer: Karla Wheelan, karla.g.wheelan@irs.gov, 469-801-0777.
