About this file
This document provides solicitation instructions and evaluation criteria for the IRS Sales Tax Data procurement (Solicitation Number 5000225038). Offerors must submit company information including SAM UEI, business classification documentation, completed solicitation provisions and clauses, a technical volume, and a separate firm fixed-price quote for each Contract Line Item Number. The technical volume must include a detailed technical approach demonstrating how the offeror will deliver Excel spreadsheets covering state general sales tax rates, spending categories broken down by state and local taxability, and local general sales tax rates. Offerors must also submit sample data from specified zip codes and UCC categories to demonstrate their understanding of requirements and data completeness.
Evaluation will follow a best-value methodology with three factors in descending order of importance: Technical Approach (weighted most heavily), Relevant Experience, and Price. Technical Approach submissions receiving only generic attestations will receive no score. Relevant Experience evaluation requires documentation of three similar contracts from the past three years as a prime or subcontractor, describing scope, magnitude, and complexity. Price will be evaluated for realism and consistency with the technical response but will not receive an adjectival rating. The Government intends to award a firm fixed-price contract to the responsible, responsive offeror offering the best overall value, prioritizing technical merit over lowest price. Failure to include all required submission elements may render an offer non-responsive and result in exclusion from consideration.

6. Failure to include any of the above may be considered non-responsive and may result in exclusion from consideration for award.
TECHNICAL ACCEPTANCE CRITERIA AND BASIS FOR THE AWARD
The following factors, listed in descending order of importance, will be used to evaluate offers:
Factor 1 – Technical Approach Factor 2 – Relevant Experience Factor 3 – Price
FACTOR 1 – TECHNICAL APPROACH
Factor 1 - Technical Approach - The offeror shall demonstrate their technical approach on how they propose to complete the tasks outlined in the Statement of Work (SOW). These tasks include:
· Excel spreadsheets for each of the following categories: State General Sales Tax Rates;
· Spending Categories for State and Local Taxing Jurisdictions which are broken down into State Taxability and Local Taxability spreadsheets; and
· Local General Sales Tax Rates.
Additionally, the offeror is required to submit SAMPLE DATA from the lists of specific Zip Codes and UCC Categories provided in the solicitation along with their final quote. The sample data will be used to assess the contractor’s understanding of the contract requirements and completeness of data. Simple statements by offerors attesting to their understanding of and compliance with all technical requirements or paraphrasing such requirements will not be accepted and will cause an offer to receive a NO SCORE for this criterion, which will jeopardize their final overall rating.
Adjectival Ratings for Factor 1
Acceptable:
Demonstrates an exceptional technical solution and comprehension of the solicitation requirements. The proposed technical solution outlines an effective, efficient, achievable approach that addresses all the requirements as defined by the SOW. This represents a proposal with many strengths, few if any weaknesses and no deficiencies.
Unacceptable:
Demonstrates an inadequate technical solution and/or comprehension of the solicitation requirements. The proposed technical solution outlines approach that does not address all the requirements as defined by the SOW and/or is not effective, efficient and/or achievable.
FACTOR 2 – RELEVANT EXPERIENCE
The offeror shall identify three previous contracts (from the past three years) or current contracts that are most similar in size, scope, and complexity to the work of this acquisition to demonstrate its experience to perform this work. This should be the offeror’s own experience as a prime or subcontractor; experience from a proposed subcontractor shall not be submitted. The offeror shall describe how each contract is similar to (and dissimilar to) this work and shall provide sufficient information related to past or current general sales tax research described in the Statement of Work (SOW).
Adjectival Ratings for Factor 2
Acceptable:
Present/past experience demonstrates essentially the same scope and magnitude of effort and complexities this solicitation requires.
Unacceptable:
Present/past experience demonstrates little or none of the scope and magnitude of effort and complexities this solicitation requires.
FACTOR 3 – PRICE
All evaluation factors other than price, when combined, are significantly more important than price. The IRS will evaluate the submitted firm, fixed-price quote to determine if the offeror’s overall price is realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the offeror’s technical response to the Statement of Work (SOW). Price will not receive an adjectival rating. The Offeror’s Price Quote shall be a separate volume from the Technical Quote.
BASIS FOR AWARD
The Government intends to issue a Firm-Fixed Price (FFP) award based on the quote to the responsible offeror that is responsive to the solicitation and determined to be the best value to the Government. The Government is more concerned with obtaining a quote with superior technical merit than making an award at the lowest price. The following factors shall be used to evaluate offers: Technical Approach, Relevant Experience, and Price.
