About this opportunity

NASA's Goddard Space Flight Center has issued a Special Notice regarding a six-month extension of the Safety and Mission Assurance Services II (SMAS II) contract, numbered 80GSFC17C0015. The extension will run from December 1, 2025, through May 31, 2026, and is being pursued under sole source authority as only one responsible source can satisfy the agency's requirements. This cost-plus fixed fee, indefinite-delivery/indefinite-quantity contract extension is necessary to prevent service disruptions while a competitive follow-on procurement is being finalized. The contract supports critical flight, ground, instrument, and launch systems for major NASA missions including OSIRIS-REx, the James Webb Space Telescope, and collaborative programs with NOAA such as JPSS-1 and GOES.

The primary purpose of this Special Notice is to determine whether the procurement should remain sole source or be opened to full competition based on industry capability responses. Interested parties must submit capability statements of 10 pages or less electronically by 5:00 PM Eastern Standard Time on July 11, 2025. These submissions should include company details such as name, CAGE code, contact information, and relevant qualifications for performing safety and mission assurance services. The supported missions encompass a broad range of NASA's most advanced projects including WFIRST, Restore-L robotic satellite servicing, and the PACE satellite mission for ocean color and aerosol monitoring. The government emphasizes that any lapse in these services would create unacceptable delays and mission risks across all current and upcoming projects, and that responses will be evaluated solely to inform the competitive determination process.

Notice text

The National Aeronautics and Space Administration’s (NASA) Goddard Space Flight Center (GSFC) intends to issue a contract extension to the Safety and Mission Assurance Services II (SMAS II) contract number 80GSFC17C0015 pursuant to the statutory authority for other than full and open competition under 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies will satisfy agency requirements.

This procurement will provide a contract extension for a period of six (6) months, for the period of December 01, 2025 through May 31, 2026, to allow for the continuation of services until its follow-on competitive procurement is awarded. This contract extension will be to the existing cost-plus fixed fee, indefinite-delivery/indefinite-quantity (IDIQ) contract 80GSFC17C0015.

This contract extension is necessary to allow for the continuation of services to avoid disruption of flight, ground, instrument, and launch systems. These systems directly support flight projects such as Origins, Spectral Interpretation, Resource Identification, Security-Regolith Explorer (OSIRIS-REx), the James Webb Space Telescope, and NASA collaborations with the National Oceanic and Atmospheric Administration, including the Joint Polar Satellite System-1(JPSS-1) and Geostationary Operational Environmental Satellite (GOES) program. Other supported projects include the Wide Field Infrared Survey Telescope (WFIRST), the robotic satellite servicing spacecraft Restore-L, and NASA’s most advanced global ocean color and aerosol mission to date, the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) satellite. A lapse in service would incur unacceptable delays and mission risk to all current and upcoming projects.

Interested parties may submit their capabilities and qualifications to perform the effort in writing to the Primary Point of Contract no later than 5:00 PM Eastern Standard time July 11, 2025. The capability statement(s) should include, but not limited to, the company name, CAGE code, address, phone number, point of contract, and any relevant qualifications. All capability statements should be 10 pages or less and submitted electronically via email.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.

Oral communications are not acceptable in response to this notice.

NASA clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.

No solicitation exists for this synopsis. This notice is not a request for competitive proposals. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension.
