Interested vendors must submit written responses by 5:00 PM Eastern Time on August 7, 2025, with clear and convincing evidence that competition would be advantageous to the government. Contractors must demonstrate capabilities in areas such as cloud containerization, security compliance for sensitive data handling, integration with Power BI and Tableau environments, and collaboration with other government contractors in the NI2 program. If no compelling responses are received by the deadline, DCSA will proceed with the sole source award to McKinsey without further notice.

The Defense Counterintelligence and Security Agency (DCSA) intends to award a sole source purchase order in accordance with FAR subpart 13.5, Simplified Procedures for Certain Commercial Items, to McKinsey and Company Inc. McKinsey and Company Inc, developed the original Python script and risk modeling for SAFEGUARD and possesses an unparalleled understanding of the tool's architecture and DCSA's operational environment.
Specifications include the following:
• Provide Tier 2 and Tier 3 technical support for the SFG, including troubleshooting, issue resolution, and user assistance
• Develop and maintain comprehensive documentation for the SFG
• Conduct regular system checks and performance monitoring to ensure optimal functionality and proactively identify potential issues
• Collaborate with DCSA's stakeholders to gather, analyze, and document current/future requirements for SFG
• Collaborate with other contractors, and government entities working on SFG.
• Integrate CDAO sponsored data layer up to the SIPR level
• Automate data processing and integration into the SFG model
• Ensure all new developments adhere to government security standards and regulations for handling sensitive data
• Virtualize SFG and leverage cloud capability through containerization or virtualization
• Operate and maintain SFG in a container or virtual environment for testing software, applications, and code (i.e. virtual sandbox)
• Execute improvements in the SFG model
• Incorporate threat environment data up to the SIPR level
• Improve map textures, functions, and capability beyond current limitations
• BPT test and validate the compatibility of SFG with both Power Bl and Tableau server environments
• Conduct user testing and incorporate stakeholder feedback within scope of work
• Collaborate effectively with other government contractors and stakeholders involved in the Nl2 program and related initiatives
• Participate in regular meetings and technical exchanges to ensure alignment and coordination across all stakeholders
• Provide knowledge transfer and training to DCSA personnel and other designated users on new features, functionalities, and best practices for using the SFG

THIS IS NOT A REQUEST FOR COMPETIVE PROPOSALS, and a solicitation will not be issued. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmation written responses are received by 5:00 pm Eastern Time on August 7, 2025, award will be made without further notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses may be submitted to the POC listed below.
