About this opportunity
The Department of the Air Force, specifically the Secretary of the Air Force Administrative Assistant's Concepts, Development, and Management Office (SAF/CDM/CDMR), is conducting a Request for Information (RFI) to identify potential contractors for Joint Targeting Intelligence Modernization Engineering Services. The government is seeking organizations with extensive experience in DevSecOps platforms, systems engineering across intelligence and targeting domains, and comprehensive knowledge of intelligence enterprise architecture. Key qualifications include hands-on expertise with commercial cloud platforms, systems integration experience, and in-depth understanding of Intelligence, Surveillance, and Reconnaissance (ISR) and joint targeting lifecycle processes. Interested parties are required to submit a white paper not exceeding 20 pages by December 13, 2024, at 5:00 PM EDT, detailing their capabilities and relevant experience. The RFI aims to conduct market research and identify potential sources for a future procurement, with electronic submissions to be sent to Ms. Ashley Commiso.
The pre-solicitation notice does not indicate a specific set-aside, but encourages responses from small businesses, socially and economically disadvantaged businesses, 8(a) firms, historically black colleges, and minority institutions. While no specific award value is mentioned, the Performance Work Statement suggests a base contract year from February 2025 to January 2026, with three optional 12-month extensions possible through January 2029. The contract will require TOP SECRET clearance with SCI eligibility and involves work primarily performed in Fort Washington, MD, Fairfax, VA, and Warrington Training Center. An initial travel budget of $25,000 is allocated for the first year, and the contract includes performance metrics such as 90% accuracy in program information and 90% on-time deliverables. The government emphasizes that this RFI is not a commitment to issue a formal solicitation and that respondents will not be reimbursed for any costs incurred in preparing their submissions.
