About this opportunity
The Department of Veterans Affairs (VA) Veterans Integrated Service Network 21, through its Network Contracting Office (NCO) 21, has issued a Special Notice announcing its intent to award a sole source, firm, fixed-price bridge contract for universal waste removal services to B & B Environmental. The contract is designated as 36C26126Q0011 and falls under NAICS code 562112 (Hazardous Waste Collection). This Special Notice, posted on August 21, 2025, invites interested parties to respond by the September 3, 2025 deadline at 3:00 PM Pacific Time. The VA is seeking to establish universal waste management services across the Northern California Healthcare System, which experienced service lapses due to recent clinic realignments and transfers between service stations. The justification for the sole source procurement is based on immediate health and safety concerns requiring rapid restoration of waste removal capabilities.
The primary objective of this contract is to provide universal waste pick-up, storage, transportation, and disposal services across nine VA medical centers and outpatient clinics located throughout Northern California, including facilities in Mather, Redding, Chico, Yuba City, Auburn, McClellan, Martinez, Mare Island, Stockton, Sonora, and Modesto. The contract consists of a one-year base period with four optional one-year renewal periods, with an estimated annual universal waste volume of approximately 10,605 pounds encompassing fluorescent bulbs, batteries, and miscellaneous waste. Contractors must comply with California Code of Regulations Title 22 and US DOT transportation requirements, provide DOT-approved containers, furnish monthly certifications of disposal, deliver annual waste generation reports, and utilize disposal facilities within 150 miles of Mather, California. While this is a sole source procurement, the VA retains discretion to compete the requirement based on responses received to this notice. Interested parties should note that this is a bridge contract awarded to address an urgent operational need while the VA resolves ongoing facility realignment issues.

The purpose of this term contract is to establish universal waste pick-up and disposal for the Department of Veterans Affairs - Northern California Health Care System (VANCHCS) facilities as mandated by the Resource Recovery Act and the California Environmental Protection Agency. This contract is for the convenience of VANCHCS. Universal waste management services shall include; storage, transportation and disposal/recycling of universal waste.
