About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2 has published a Special Notice (PSC S222) regarding bridge regulated waste management and sharps removal services for the New York Harbor VA Healthcare System. This is a Notice of Intent to Sole Source, indicating that the VA intends to award a contract directly to one pre-selected vendor rather than through competitive bidding. The solicitation number is 36C24226Q0041, and it was posted on October 16, 2025, with a response deadline of October 17, 2025. The procurement falls under NAICS code 562112 (Hazardous Waste Collection) and covers waste removal and disposal services across multiple VA facilities in the New York area.

The objective of this bridge contract is to secure urgently needed sharps removal and regulated medical waste (RMW) management services for three VA campuses and two associated outpatient clinics. The six-month firm-fixed-price contract will be awarded to Set the Standard, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), with an anticipated award date of October 17, 2026. The contractor must provide all labor and materials necessary to collect, remove, and dispose of various regulated medical wastes including pharmaceutical waste, pathological waste, trace-chemotherapeutic waste, and both reusable and disposable sharps, with all processing and disposal conducted off-site in compliance with federal, state, and local regulations. This sole-source procurement is authorized under FAR Subpart 6.302-5 and VAAR 819.7007, which permit direct awards to SDVOSBs for contracts valued under $5 million. The urgent need for these services is the primary justification for the sole-source approach, and only the pre-identified SDVOSB is eligible to respond to this bridge contract.
