DeBakey VA Medical Center. The VA intends to award this contract to Maintenance Management Services, LLC, citing that the required services are highly specialized and available only from the original source without unacceptable delays or cost duplication. Under 41 U.S.C. Section 3304(a)(1) and FAR 6.302-1, the government has determined that only one responsible source can satisfy the agency's requirements. The contract is classified under NAICS code 812320 (Drycleaning and Laundry Services) with a Service-Disabled Veteran Owned Small Business size standard of $8 million. The anticipated contract award date is January 15, 2026.
This Special Notice invites interested parties to demonstrate their capabilities and express interest in the procurement by October 27, 2025, at 3:00 PM Central Time, although the government has already identified its intended contractor and is not conducting a competitive solicitation. Interested parties must submit written responses only and must be an Original Equipment Manufacturer, OEM authorized dealer, authorized distributor, or authorized service provider for laundry equipment, verified by an authorization letter from the OEM. The contract will cover preventative maintenance, scheduled and unscheduled services, and repairs for complex laundry systems including soil sorters, automated patient locker systems, and related infrastructure for a base performance period from November 1, 2025 to October 30, 2026, with four optional renewal years. Maintenance technicians must possess at least three years of experience in VA medical center laundry facilities and hold technical certifications from Original Equipment Manufacturers. The government reserves the right to conduct a competitive procurement based on responses received, though such a determination remains solely within the government's discretion.
