About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Integrated Pest Management (IPM) services at the Marion VA Medical Center and associated regional clinics in Illinois, Indiana, and Kentucky. The solicitation requires a comprehensive pest control service that includes trapping, removal, prevention, and treatment of various pests including raccoons, squirrels, bats, and bed bugs across approximately 500,000 square feet of facility space. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with contractors required to provide all necessary supervision, management, tools, supplies, equipment, transportation, and labor to support the IPM plan. Initially, the contract is structured with a 12-month base year and four 12-month option periods, with service hours typically between 8:00 AM and 4:30 PM, though after-hours work may be required with COR approval. The original response deadline was December 6, 2024, but was subsequently extended to December 27, 2024, at 5:00 PM CST.

Initially set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), the solicitation was later amended to a standard Small Business set-aside. While specific award values were not disclosed, the contract encompasses pest control services for multiple facilities with potential for expansion in the coming years. The performance will cover the Marion VA Medical Center, along with patient clinics in Evansville, Indiana and Owensboro, Kentucky, with an expectation of comprehensive pest management across diverse building types and environments. The solicitation falls under NAICS category 561710 for Exterminating and Pest Control Services and PSC category S207 for Housekeeping-Insect/Rodent Control. Notably, the solicitation was ultimately cancelled on December 27, 2024, via Amendment 0004, without further explanation of the cancellation rationale.
