The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 intends to solicit trash removal services at the Durham Veterans Health Care System and Community-Based Outpatient Clinics, with a pre-solicitation notice response deadline of July 21, 2026. This procurement is set aside for Service-Disabled Veteran-Owned Small Business.
The contractor will furnish all labor, supervision, materials, and equipment for complete removal of general unregulated waste from multiple facilities at Buildings 1, 14, 15, 23, 8, and Durham's VAMC. Hazardous waste removal is excluded. The contractor assumes full responsibility for compliance with all Federal, State, City, and County laws and regulations governing waste material removal.
The contractor must steam and disinfect VA-owned trash compactors and dumpsters using VA-approved germicide, with equipment cleaned and disinfected at the contractor's facility on a semi-annual basis or more frequently if warranted. The contractor shall furnish metal containers of appropriate size and configuration designed to allow material dumping with containers on or off docks. Containers must be kept in neat appearance, repaired and painted as warranted, and replaced immediately if broken or non-functional. The contractor must provide all transportation for compactors and dumpsters requiring proper equipment.
Pick-up schedules must be strictly adhered to. No additional charges are imposed for call-ins resulting from inconsistent dumping that violates contract requirements. Extra pickups due to excess trash are charged at the regular pick-up price set by the contract. The VA reserves the right to relocate containers when deemed necessary.

Pre-solicitation Notice
Furnish all labor, supervision, materials, and equipment necessary to accomplish complete removal of general unregulated waste/trash from The Durham Veterans Health Care System and CBOC s. Hazardous waste removal is not included in this contract.
The pick-up schedule will be closely adhered to prevent inconsistent and unnecessary call-ins. Additional charges will not be imposed for call-ins resulting from inconsistent dumping which are not in accordance with contract requirements.
The contractor shall assume full responsibility for compliance with all Federal, State, City and County laws, rules and regulations governing removal of waste materials.
Contractor shall steam and disinfect the VA owned trash compactor/dumpster located at Bldg. 1, 14, 15, 23, 8 and Durham s VAMC Government Owned San-I-Pak with a VA approved germicide. This equipment shall be cleaned and disinfected at the contractor s facility on a semi-annual basis or more frequently if warranted. Contractor shall provide all transportation of all compactors/dumpsters requiring proper equipment to transport.
Containers listed for shall be cleaned and sanitized as needed with VA approved germicide. The containers shall be kept neat in appearance, repaired and painted when warranted (i.e. appearance of rust spots, stains, excessively chipped areas, etc.) and replaced immediately if broken or non-functional.
Extra pickups due to excess trash generated at the facility will be charged at regular pick price set by the contract.
The contractor shall furnish the necessary metal containers of approximate size and configuration. The containers shall be of such a design that the material can be dumped into them with the containers on or off docks. See the attached listing of VA needs. The COTR or designee will indicate the specific location in each area. The VA reserves the right to relocate the containers when deemed necessary.
