About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 2, Network Contracting Office 2, issued a Special Notice of Intent to Sole Source on March 25, 2026, for cardboard, co-mingled paper, and solid waste removal services at the VA New Jersey Healthcare System's East Orange and Lyons campuses. This solicitation, identified as 36C24226Q0477 under Product Service Code S205 (Waste & Refuse Removal Services) and NAICS Code 562111 (Solid Waste Collection), seeks qualified vendors capable of providing comprehensive waste management services for a two-month performance period from April 1, 2026, through May 31, 2026. The contracting office is located at the James J. Peters VA Medical Center in Bronx, New York, with the designated Contracting Officer being Clifford S. Harrison. This Special Notice represents the VA's intent to gather market information to develop acquisition strategy and refine requirements, rather than an immediate solicitation for competitive bidding.

Interested vendors must submit responses by 12:00 PM Eastern Time on March 28, 2026, via email to Clifford.Harrison@va.gov, providing business name, business type, socio-economic status designation, point of contact information, GSA Contract number if applicable, and DUNS number. A critical requirement is the submission of a detailed capability statement that specifically addresses the vendor's ability to perform the tasks outlined in the attached Performance Work Statement, with non-responsive determinations issued to submissions that fail to tailor responses to the specific requirements. Contractors must possess all required New Jersey Department of Environmental Protection permits and licensing, including an A-901 Solid Waste Transporter License and Certificate of Public Convenience and Necessity, and comply with VA facility security protocols. The scope of work includes managing multiple compactor containers at both campuses with varying collection frequencies, performing container maintenance and sanitization, conducting monthly mechanical inspections of compactors, and providing 24-hour repair response times, with all services billed separately for each facility. The VA assumes no responsibility for costs incurred in preparing responses, and this notice is strictly for planning and acquisition strategy development purposes.
